The All India Tennis Association formed a three-member 'neutral' committee on Sunday to mediate between the 11 revolting players and the parent body.
The AITA executive committee that took the decision, however, decided the recommendations will not be binding on AITA although it expects the players to accept them.
Former Davis Cup captain Naresh Kumar, former Supreme Court judge, Justice Deepak Verma, and retired bureaucrat MC Gupta will be the members. The decision to form the committee was taken on a day India were thrashed 1-4 by South Korea in the Group I Asia/Oceania tie.
Committee to meet
"The committee will meet in the third week of this month. It will discuss at length the issues with the players and submit an interim report to us in four weeks' time," AITA CEO Hironmoy Chatterjee said.
However, AITA was unable to clarify why a simple written communication couldn't be sent to the rebels when the federation had supposedly agreed to their demands.
"We want this process to end. This policy of blackmailing has been going on for long. The availability came with pre-conditions and we do not appreciate that.
"It is a neutral committee and I am hopeful that the suggestions it would make would be acceptable to both the parties. It's a step forward, pre-conditions are not welcome," Chatterjee added.
He believed the committee wouldn't come up with anything that would be 'unacceptable to anyone'.
He said if the players didn't accept the final decision, they would 'have to sit out'.
The three-member committee will not discuss matters relating to the selection of coaches, captains or support staff but can only talk to the warring players.
The AITA appointed Dr Vece Paes as medical advisor for implementing its sports science programme. Chatterjee also said the differences with the Tamil Nadu Tennis Association have been resolved.
India are scheduled to play Indonesia at home in April.
