Audit report suggests bogus payments by Vyapam for exam answer sheets

A five-year-old official audit report on Vyapam, accessed by an RTI activist recently, highlighted instances of bogus payment to printers and, on one occasion, printing answer sheets after the examination had already taken place.
The Directorate of Local Fund and Audit report of 2010-11, a copy of which is with HT, pointed out that M/s Ruchi Security Printers, Bhopal, was paid Rs 2,62,350 on May 7, 2010 through a voucher for printing answer sheets for the women and child development examination-2010.
The number of candidates taking the exam was 94,139 and the examination was held on January 31, 2010. However, the order for printing answer sheets was issued two months after the examination i.e. March 31, 2010. Moreover, the order was placed for printing 2,00,000 answer sheets as against 94,139 candidates.
“Not only order for printing of 2,00,000 answer sheets was unreasonable as the number of candidates who had applied to appear in the examination was just 94,139. Moreover it appears that the board had already used the answer sheets available in its store as the examination had taken place on January 31, 2010. Therefore, order for printing of answer sheets was unnecessary and it caused a loss of Rs 2,62,350 to the board (Vyapam),” the audit report said.
The report further pointed out that the order for printing 3,00,000 answer sheets for contract teacher grade-1 and another 5,00,500 for different examinations was placed with M/s Ruchi Security Printers, Bhopal, on August 11, 2008 and August 30, 2008 respectively.
A payment of Rs 6,54,000 and Rs 10,91,770 was made to the printer against the two orders. But, its entry in the stock register was not found either in store room or strong room of the board.
“Since there was no entry in the register, it was not possible to examine whether the use of answer sheets was justifiably done and the payment made against the answer sheets was proper,” it observed.
The report also points to 10 more examinations in 2010 for which printing of answer sheets was ordered and an amount of Rs 22,74,703 was paid but whether the answer sheets in those numbers were actually required and whether they were properly used could not be ascertained due to absence of records.
In eight of the 10 examinations, orders were placed with M/s Ruchi Security Printers, Bhopal and twice with M P Madhyam, an enterprise of the Madhya Pradesh government.
