Aiims had spent over Rs 42 lakh on the renovation of the bungalow of its director RC Deka, who is embroiled in a controversy over allotting his quarters on the campus to his professor wife from his discretionary quota allegedly overlooking seniority list of candidates.
The premier medical institution had spent over Rs 42.13 lakh on the renovation of the director's bungalow in the year 2009-10 when Deka was appointed as its chief, according to the information received under the RTI Act.
The reply received by activist Subhash Agrawal shows that major renovation work was undertaken for the bungalows of the director, the deputy director, the dean, the medical superintendent and the senior financial advisor in which Rs 73.6 lakh were spent.
The maximum expenditure, about 57% of the total, was incurred on the renovation work of the director's bungalow.
"There were no such guidelines provided during the time of renovation of the above mentioned flats/bungalows," Aiims said in response to a query whether the funds for said renovations were spent according to rules.
On the question of information on rules for providing facilities and funds on renovation of residential accommodation, the engineering services department of Aiims said "no such rules was existing (sic) at the time of renovation of residential accommodations."
Deka was involved in a controversy recently following reports that he had allegedly overlooked the seniority list and used his discretionary quota to allot a C-1 type bungalow to his wife, Dr Deepika Deka, who is a professor in the gynaecology department of Aiims.
Deka did not take any call on his mobiles and there was no response to the message left on his voice mail of his landline number.
Dr YK Gupta, who handles Aiims public relations, also did not take calls as he was said to be unwell.
Deepika, however, had justified the allotment saying she was eligible for the same being a senior professor at the institute.
According to rules, the director can allot a house on the campus to anyone using his discretionary quota and can overlook seniority and other factors while doing so.
The data provided shows that between 2006-07 to 2010-11, the expenditure of Rs 42.13 lakh was spent on the renovation of the director's bungalow only in 2009-10 when he took over.
Five renovation related works were undertaken by civil division-I on which Rs 10.10 lakh were spent while civil division-II spent Rs 32.02 lakh for eight works undertaken during the period.
Deka, who had held the position of dean of All India Institute of Medical Sciences and was also the head of the ENT department, was appointed as Director of the institute on March 10, 2009.
