'Every rule broken', Ansari pleads against 'anarchy' in House

Rajya Sabha chairman Hamid Ansari alleged that the members were behaving like 'anarchists' in the House. MPs demand that the statement be 'reconsidered' and withdrawn as it is unparliamentary to call even one member an 'anarchist'.

Rajya Sabha chairman Hamid Ansari had reason to lose his cool on Tuesday: BJP members were shouting slogans against businessman Robert Vadra, Congress MPs were shouting back and TDP members were protesting the creation of a Telangana state by displaying shirts with slogans 'Save Andhra Pradesh, Save Democracy'.

"Please allow question hour to proceed," said Ansari while pleading MPs to allow the House to function. "Every single rule in the rule book; every single etiquette is being violated," Ansari said.

"If the honorable members wish the House to become a federation of anarchists, then it is a different matter," he said.

The din continued and Ansari adjourned the House till noon. When the House resumed, Leader of Opposition Arun Jaitley expressed displeasure over Ansari's "anarchist" remark and demanded that it be withdrawn. Ansari was not present at that time and deputy chairman PJ Kurien was in the Chair.

"Please reconsider it," said Jaitley. He said it is unparliamentary to call even one member an 'anarchist' and the Chair had described the entire House as "anarchist".

Kurien said that Ansari has only raised a question as no member would wish the House to become a 'federation of anarchists'.

Minister of State for Parliamentary Affairs Rajiv Shukla intervened asking the Chair to "expunge" the remarks if the Leader of Opposition wanted so. Deputy Leader of BJP in Rajya Sabha Ravi Shankar Prasad said while members have the highest respect for the Chair, it will be better if the exalted office of the Chairman withdraws the remarks unconditionally instead of expunging them.

Kurien said he will come back to the House on the issue.

The reaction on Twitter was immediate too: people criticised MPs but didn't spare Ansari either "VP (vice president) Hamid Ansari in Rajya Sabha: This House looks like a federation of anarchists. Every rule is being broken," tweeted Trinamool Congress MP Derek O'Brien. For effect he typed in #stormy and earned several retweets.

"I believe there were some crazy scenes in Rajya Sabha today? Hamid Ansari almost wept at the state of affairs!" tweeted Srikanth Raman.

Ansari got his share of flak with people pointing out his controversial decision to adjourn Rajya Sabha just before the House was to vote on the Lokpal Bill on the final day of the winter session of Parliament in 2011.

"Hamid Ansari is talking about Anarchy...someone should remind him on how he adjourned the house during the Lokpal debate," tweeted Narayanan.

"Same Hamid Ansari making 'idealistic' appeal who adjourned RS in Mid-night without following rules just to block Lokpal," tweeted @santoshvsawant.
