Gear up to pay more for parking in Delhi from Nov, new rules to bring steep hike

Under the new policy, the minimum rate will be fixed by a committee and the charges will be revised every year. The new rules, that will make on-street parking costlier, will be reviewed by lieutenant governor Anil Baijal today.

Be ready to pay more for parking as Delhi will implement new parking policy from November.

Lieutenant governor Anil Baijal will review the Delhi Maintenance and Management of Parking Rules, 2017, on Wednesday. According to the rules, parking fees of all parking lots across the city will be hiked, the minimum rate of which will be fixed by the ‘Base Parking Fee (BPF) Committee’, headed by the transport commissioner.

While the base fee will be revised every year, the civic agencies have been asked to determine the rates for its surface and off-site parking lots in multiples of BPF.

Capital’s parking rates

The MCDs operate over 80% of Delhi’s parking lots. Exisiting parking rates at these lots are:

The Delhi Maintenance and Management of Parking Rules, 2017

◼ A Base Parking Fee (BPF) committee headed by transport commissioner will determine & recommend the minimum parking rates to the Apex Monitoring Committee

◼ The BPF will be revised every year

◼ MCDs, NDMC and Delhi Cantt. will determine parking fees for various locations and facilities (surface/ off site) in multiples of the BPF

◼ On-street parking would be priced at least thrice as much as off-street parking

◼ Towing charges for violation of no-parking or overstay in authorised parking would be much higher than on-street parking fees

◼ Dynamic pricing mechanisms such as peak and non-peak fees and exponential increase per hour of use would be used to moderate parking demand

◼ On-street parking shall not be allowed at least upto 50 metre from intersections on each arm of road

◼ No surface parking shall ordinarily be allowed within 500 metre of a multi-level/stack parking

◼ Parking will be allowed in demarcated areas in residential areas against parking charges to be decided by civic agencies on the basis of the BPF

◼ The civic agencies will have consultation with Residential Welfare Associations (RWAs) before deciding the parking charges in residential areas

Area Parking Plans

The rules direct agencies handling parking lots to prepare and implement area specific integrated parking plans within three months from the notification of these rules. Preparing ‘Area Parking Plans’ is mandated in the Master Plan for Delhi (MPD) 2021 and will have to be drafted by the deputy commissioners of zones of MCDs, chairman of New Delhi Municipal Council (NDMC), commissioner (land) of the Delhi Development Authority and the CEO of the Delhi Cantonment board for their entire areas including residential, commercial and non-residential.

Residential areas

While parking spaces will be demarcated in residential areas and a fee will be levied, those who park outside their approved stilt parking will have to pay twice the normal rate.

“In case of residential buildings, where stilt parking has been built as per bye-laws and yet such residents park their vehicles on streets, the parking charges shall be twice the normal charges fixed for other residents,” read the rules.

Delhi’s new parking policy: Enforcement will be biggest task for civic agencies

The parking rates and mode of management of parking, including outsourcing of the collection of parking fees, will be decided by the civic agencies in consultation with Resident Welfare Associations (RWAs).

“On all streets, a lane must be earmarked for unhindered movement of emergency vehicles like ambulance, fire tenders police vehicles, etc. No parking will be allowed on this lane,” the rules state.

On-street parking

The rules have given priority to para-transit parking bays over usual car parking. It will also prohibit on-street parking at least up to 50 metres from intersections on each arm of roads.

Special provision for parking for differently abled will be made and short-duration parking will be made cheaper. “The parking space provided within the buildings/building complexes as per the building bye-laws mentioned in MPD–2021 must be fully utilised before permitting any on-street parking for the occupants/visitors,” the rules stated.

Off-street/Multi-level parking

Surface parking will not be allowed within 500 metre-radius of a multi-level or stack parking.

New multi-level parking structures will be considered “only if a civic agency concludes after due deliberation and analysis that surface level parking cannot satisfy the essential parking needs according to the Area Parking Plan.”

Monitoring and Implementation

An Apex Monitoring Committee headed by the Chief Secretary will be set up to review the implementation and compliance of these rules. The committee will meet at least once in every three months and has 12 members including principal secretaries of transport, urban development and public works departments, commissioners of MCDs and a representative of the Supreme Court appointed Environment Pollution (Prevention & Control) Authority (EPCA).

The rules will also empower MCD officials to impose spot fines (challans) on vehicles. At present, MCDs can only impound vehicles while the traffic police and transport department can issue challans.

Once approved by the L-G the draft rules will be put up for public comments for 30 days after which a gazette notification will follow.
