"There is nothing personal against Singhvi. He had taken a position against the party stand (on the lottery issue) in Kerala. That is why we lodged complaint against him and our stand on this issue is vindicated. Rest of the matter is with the high command," Kerala Congress chief Ramesh Chennithala said.

State party sources said they would not like to pursue the complaint now.

In October, Singhvi was virtually suspended as Congress spokesperson as he was barred from holding media briefings till the party high command decided on the controversy in the wake of his appearance in the High Court in the lottery case.

The action of Singhvi, who is an eminent lawyer had raised a storm in the Kerala unit which had launched a campaign against promoters of lotteries from outside the state and senior state Congress leaders had complained to AICC.

Singhvi had later announced his decision to withdraw from the case to "avoid any communication gap or controversy".

The ruling Left Democratic Front had seized the issue as a weapon to strike back at the Congress-led United Democratic Front which has taken up lottery as one of the major issues in the campaign for civic polls.

"The Congress high command is always final. I am and will remain an obedient Congress worker", Singhvi, who is also chairman of the AICC Legal department, had said reacting to his virtual suspension as party spokesman by the leadership.
