Key posts vacant, CBI efficiency takes a hit

690 positions in the executive and 108 in the legal department of the agency are empty.

More than the alleged political interference, much talked about by Team Anna, the vacancies in the critical ranks of Sub Inspector, Inspector, Deputy Superintendent of Police (DySP), Additional SP and SP are affecting the efficiency of the probe agency. The officers of these five rank forms the crucial bedrock in the CBI on which any investigation stands.

Officers above the rank of SP have supervisory and monitoring role but vacancies are far lower in higher ranks in comparison to investigating ranks. “It is important that CBI should be free from clutches of political masters but also crucial is filling vacancies in the investigating ranks which will provide speedy and efficient investigation to the top brass,” said a CBI official who didn’t wish to be quoted.

Minister of state for personnel V Narayanasamy told the Rajya Sabha recently that maximum of 690 vacancies were in the executive wing, followed by legal department with 108 vacancies.

As on September 1, 2011, the CBI had four vacancies in the rank of joint director and no vacancies in the rank of DIG and SSP. But situation changed in the lower ranks. The ranks of SP (38), ASP (08), DySP (131), Inspector (206) and SI (131) are facing major shortage of staff.

“The five ranks between SP and SI do the field work like chasing a lead or accused. One or two inspector level officers listened to the Radia tapes provided by the Income Tax department and informed their superiors about the contents. One can imagine the importance of the work they do, and if these ranks don’t have sufficient staff, the investigation gets affected,” said a source.

Similarly, CBI is also facing shortage of law officers. There are 108 vacancies in the legal department. Though it has tried to fill by hiring special prosecutors and assistant special prosecutors on three-year contract as a stop gap arrangement but still 33% posts were lying vacant which obviously affects the probe agency’s performance in courts.
