MCD has not hired sanitation staff for more than 20 years

The CAG report has said the sanitation department of the MCD has not directly recruited any sanitation worker for more than 20 years, leading to “mismanagement of human resources”.
The sanitation department, called the Department of Environment Management Services (DEMS), had been facing staff shortage due to the existence of ‘ghost employees’ whose names were on the rolls but not on the attendance register.
The CAG has found 207 ghost sanitation workers who were being paid salaries but were not marked in the attendance.
During a one month test check of attendance records and pay bill registers of 43 municipal wards in the city, it was found that 4,960 man days of substitute employees were unaccounted for.
The unaccounted pay for the test-checked period amounted to R7.82 lakh in the 43 wards. There are a total of 272 municipal wards in the city.
The CAG report also states that instead of recruiting sanitation workers directly, the civic body had been regularising the substitute workers. For this, the substitutes were first declared daily wagers and their service as substitutes was counted for their appointment as regular workers.
“Such systems of engagement, recruitment, transfer and promotions have set a wrong precedence, resulting in mismanagement of human resources,” says the report.
However, Subhash Arya, Leader of the House of the last unified MCD, said the regularisation of contract workers was done under the orders of the Lieutenant Governor.
“Before 1997, the MCD had hired 40,000 substitute sanitation workers. To prevent them from losing jobs, the MCD, under the orders of the L-G, had been regularising them,” Arya said.
