The Municipal Corporation of Delhi (MCD) on Wednesday formally launched e-Service Level Agreements (e-SLA) on Wednesday, a day ahead of its scheduled inauguration.
Incidentally, the Delhi government too has announced the launch of its e-SLA from Thursday with an aim to put an end to touts in government offices and to expedite delivery of services to citizens.
MCD launched its e-SLA with mayor Prof Rajni Abbi formally issuing a birth certificate at the Citizen Service Bureau in the Civil Lines zone. Asked if the preponed launch was another attempt at one-upmanship against the government, Yogender Chandolia, chairperson, MCD standing committee, defended: “Our preparation was over, the software was ready, so we thought why not save a day?”
“And what would saving a day achieve? We are lagging behind by four-and-a-half years. The Delhi government should have done it in 1998 (when the Citizen’s Charter was first drawn). Jab jaago tab savera (start work when you realise its importance),” Chandolia said.
MCD has started six services under e-SLA for now and eventually all 71 services would be brought under its ambit.
Citizens will get time-bound delivery of services, failing which the official will have to pay penalty as part of e-SLA under the ‘Delhi (Right of Citizen to Time Bound Delivery of Services) Act 2011’.
The Delhi government’s initiative will cover 32 services. Another 40 will be included in a month or so.
