Swaraj, Leader of the Opposition in Lok Sabha, had told an election rally in Patna "Modi's magic has worked well in Gujarat. It does not mean that every magic would work at every place, nor is it necessary."
"In Bihar, the magic of Nitish Kumar and Sushil Kumar Modi is working effectively and state is also moving along the path of development," she said on October 26.
It is this comment that Modi has complained against, NDTV reports.
Bihar Chief Minister Nitish Kumar had asked the BJP, his ally in the state government, to keep Modi away from the state during the elections as he didn't want to spoil his image among minorities.
