Pushed to the corner by the Supreme Court for keeping CBI like a "caged parrot", the UPA government on Tuesday constituted a Group of Ministers (GoM) to suggest an appropriate law to provide "independence and functional autonomy" to the premiere investigative agency.

The five minister's panel is headed by finance minister P Chidambaram and will prepare, within three weeks, the draft law and the draft affidavit to be filed in the Supreme Court.
