Sheila’s principal secy MM Kutty is Delhi’s new chief secretary

Days after transferring Delhi’s chief secretary KK Sharma, the Union government has named senior IAS officer MM Kutty as his successor.
The Centre sent back Kutty to his parent Union Territories cadre before completion of the tenure of his Central deputation.
A 1985- batch IAS officer, Kutty, is at present working as additional secretary in the ministry of environment and forest. Earlier in the day, a list of five senior bureaucrats were shortlisted for appointment as Delhi chief secretary and they included Kutty, 1983-batch IAS officer Nutun Guha Biswas and 1985 batch IAS officer Parimal Rai.
Kutty was principal secretary to then chief minister Sheila Dikshit. He has also been finance secretary in the present AAP government. He was also worked with the Delhi government during the Commonwealth Games.
Kutty was part of the committee, which was set up to resolve the issue of contractual employees in Delhi government’s various departments. He has also served in the unified Municipal Corporation of Delhi and was part of the committee that worked on trifurcation.
Traditionally, the Delhi government used to send three names to MHA and one of them was appointed as chief secretary. Sharma, who has time till 2018, has been moved out less than two years after he assumed charge in Delhi’s hot seat.
The 1983 batch IAS officer, who was appointed in March 2015, was often caught in the crossfire between the AAP government and the Lt Governor Najeeb Jung.
“Anyone is welcome as Central government doesn’t take suggestions from the Delhi government on appointment,” said a Delhi government official.
