The sealing and demolition squad of MCD is all set to visit Delhi again and this time it will target urbanised villages, special areas such as Chandni Chowk, Karol Bagh and Sadar Paharganj.
The Municipal Corporation of Delhi (MCD) has issued a public notice saying that with the Delhi Development Authority (DDA) notifying the building regulations for the special area, the moratorium which protected such areas no longer existed, and sealing action would be initiated soon.
Urbanised villages such as Shahpur Jat, Hauz Khas village Munirka, Chirag Delhi, Masjid Moth, Lado Sarai, Ber Sarai and special areas such as Chandni Chowk, Sadar Paharganj, Karol Bagh, among others will face sealing action.
"Under the master plan of Delhi 2021, protection was provided to properties situated in special areas, unauthorised regularised colonies and village abadis as building regulations for these areas had not been notified. The DDA, however, has notified the special area building regulations," said a senior MCD official.
"As further protection and relief to such structures - which are in violation of these regulations - has ceased, owners of such properties need to regularise their structures to avoid any action," he added.
The pubic notice was issued on Sunday and the civic agency has asked all owners living in these areas to get their building plans sanctioned if they are carrying on any new construction. Also, in case the building in question is old and a building plan has not been sanctioned, it still needs to be regularised.
The officials of the building department, however, claim they are in a tight spot as the norms notified by DDA are still unclear.
"For special areas, a redevelopment plan had to be chalked out. But no such thing has been done yet. The DDA has notified certain regulations but there is still a lot of confusion regarding the sanctioning of building plans. In such a situation how can we clear any plans," asked a senior MCD official.
"We have been asked to start taking action and so we will have to begin. Guesthouses, commercial establishments and residential areas are amongst the thousands of properties that will be affected," added the official.
To crack down on unauthorised construction, the civic agency, on November 2, had sealed seven guest houses and about 40 shops at Gaffar Market, Karol Bagh, much to the chagrin of the traders.
