According to rules, voters can use two provisions of the law to not to vote — under form 49(O), the voter can fill the form for not voting without taking part in any procedures at the polling booth while under form 11(A), the voter can decide not to vote after completing the initial procedures.

In Mayur Vihar-I, seven-odd voters chose to fill the forms. According to State Election Commission (SEC) officials, the youngsters did not believe in any of the candidates and wanted to register their protest.

Several others complained at the SEC helpline about the lack of forms at polling booths. Akshay Malhotra, 19, alleged

he was not provided with the right-to-reject form at the polling station. He claimed polling officials were not aware any such form.

Those who approached the helpline with their concerns were directed to meet the sector officers concerned. Similar complaints were received from other parts of the city.
