Gurgaon: Huda junks manual management, goes online
With the launch of the online service, ransfer permission letters and re-allotment letters, among others, will be issued in 4 working days
The four-decade-long manual management of plot and property-related services offered by Haryana urban development authority (Huda) came to an end on Monday after chief minister Manohar Lal Khattar launched the online plot and property management (PPM) service. The service was launched at the headquarters of the Huda in Panchkula.
The Huda was founded in 1977 under the Haryana Urban Development Authority Act, 1977 to take over the work pertaining to the urban estates in Haryana.
Through the online service, residents will be able to obtain transfer permission letters and re-allotment letters, get permission for mortgage and de-mortgage, get building plans approved and also put in a request for surrendering a plot. Officials said all these services could be availed of in four working days and would require just one visit to the estate office for biometric attendance.
Services such as getting permission for six types of property transfer — original allottee, general power of attorney, family, death, will and court decree — used to take around 18 working days earlier. However, with the introduction of the online service, all kinds of property transfer requests could be processed in four working days from the date of filing the online application with biometric attendance.
Re-allotment letters, mortgage and de-mortgage permissions and building plan approvals which were earlier given in seven working days, will now be issued in four working days.
Vivek Kalia, estate officer (EO), Huda, said, “The objective of the government is to ensure quick, hassle-free services in a transparent manner without visiting the concerned Huda office during the submission of the application.”

Kalia said, “In the new PPM system, applicant will be required to visit concerned EO office once as per his online appointment for his biometric attendance and photographs. Later, digitally signed approval would be made available on the user ID of the applicants in downloaded format. Once applied online on the Huda portal, an OTP will be sent to the Aadhaar-linked number of the applicant and he can then use the portal for the service that he wants to avail.”
“We welcome the move and hope that the Huda servers won't fail. Huda should also continue accepting manual applications till such time the new system starts working fine,”Dharama Sagar, president, federation of residents’ welfare association of urban estate (Forwa), said.
