Court to hear HUDA petition on NPR oustees today

The Punjab and Haryana High court has postponed the hearing in relation to plot allotments to settlers holding general and special power of attorney (GPA/SPA) to Thursday. The Haryana Urban Development Authority (Huda) had moved a petition for an early hearing and it was scheduled to take place on Wednesday.
Huda, too, postponed its scheduled draw of plots that was to be held in Gurgaon on Wednesday over fears that the draw could go against it, as the hearing on GPA-SPA holders had been slated for the same day.
The Huda administrator, Yashpal Yadav, said, “The court will hear our petition on Thursday. However, the postponement of the plot draw that was to happen today had nothing to do with the hearing on GPA/SPA holders. Some plot owners at Northern Peripheral Road (NPR) south some clarification on the draw and, hence, we had to postpone it. The revised date for the draw will be announced soon.”
The plots are to be allotted to some oustees of the NPR, also known as Dwarka Expressway. The GPA/SPA holders, who were not considered eligible for plot allotments, moved court against Huda.
Huda considers the GPA-SPA holders as illegal or unauthorised owners of plots that the department acquired for construction of 18-km long Dwarka Expressway in 2006-07.
Ever since the oustees moved high court, the construction work on the NPR, including some portions of New Palam Vihar and Kherki Daula got mired in litigations.
“The Huda has rejected the claims of the GPA-SPA holders despite a directive by the same court in 2015 to consider them for plot allotments. Huda’s intent became clear when it conducted a draw this August for registered plot holders. Soon after that, we filed a petition urging the court to hold Huda in contempt for violating its order. Huda moved a counter plea and sought an early hearing for GPA/SPA holders,” the ward councilor of the area said.
As many as 568 owners staked claim to plots acquired for the construction of NPR.
