District magistrate PC Meena on Thursday ordered a magisterial probe into the mishap. The investigation would be conducted by additional deputy commissioner, KM Pandurang.

An FIR has been lodged against the owner of the plot where the borewell was dug illegally, said a spokesperson of the district administration.

“We are conducting an investigation and would soon arrest the owner,” said Mohhamad Usman, the investigation officer of Manesar.

The accused, Rohtash Tayal, belongs to Najafgarh and, at present, stays in Dwarka in Delhi. The owner rarely visits the area and could not be contacted despite repeated attempts.

The Central Ground Water Authority (CGWA) had declared Gurgaon as a ‘Dark Zone’ where digging of borewell is not allowed without the permission of the DM, as per a high court directive.

The plot owner owns around 50 rooms constructed there. Workers employed at various industrial units in the IMT Manesar area stay here and the rent is collected by Satbir Yadav, the caretaker and a shopkeeper in the area.
