Gurgaon: All forums should join hands for strong RERA,say homebuyers

Homebuyers said the longer it takes for the forums to unite and fight against dilution of RERA rules, the easier it will be for the builders to get away

Several homebuyers, not aligned to any forums, have voiced their resentment over the bodies not coming together and pledging a united fight to avoid dilution of rules drafted under the Real Estate (Regulation and Development) Act (RERA) and ensure enforcement of regulations laid down by the Centre.

The Haryana government notified the RERA rules for the state on July 28. While homebuyers have voiced misgivings over the rules claiming they don’t address their concerns or issues put forward by them, not a single forum espousing the cause of homebuyers has yet considered moving court, seeking implementation of RERA rules drafted by the Centre.

DV Singh (67), who is yet to get possession of the flat he booked seven years ago, said, “I am not associated with any forum for home buyers, but feel that the time is ripe for all such bodies to make common cause and put up a strong fight against the Haryana government to ensure implementation of RERA rules drafted by the central government.”

Fight for RERA, Federation of Apartments Owners’ Association (FAOA), #UnDilutedRERA, Gurgaon Citizens’ Council (GCC), Dwarka Expressway Welfare Association are forums that have been holding separate protests seeking enforcement of strong RERA rules.

SN Yadav, another homebuyer, said, “The forums for homebuyers are not united in their quest to enforce strong, undiluted RERA rules. The longer it gets for such groups to join hands and pledge a united fight, the easier it will be for the developers to get away. As a homebuyer, I am not happy with the RERA rules notified by the Haryana government and I am sure there are more like me. Across states, homebuyers have voiced resentment over soft RERA rules and I believe all the forums should seize this moment and come together to fight for strong real estate rules.”

Abhay Upadhyay, national president, Fight for RERA, said, “We wrote letters to state governments and the Centre over dilution of (RERA) rules in favour of developers. We have not received any response from neither the states nor the Centre yet. We are keeping track of how homebuyers, across states, are reacting to notified RERA rules and our legal cell is also in the process of examining the regulations. I can’t comment on whether all forums should come together, but homebuyers have contributed to the movement pan-India. Our effort will bear fruit very soon.”

Homebuyers in Gurgaon are considering filing a petition in the high court or Supreme Court and holding protests at Delhi’s Jantar Mantar.

“We admit that all homebuyers’ forums are not united, but they will be very soon. We will intensify our protests and also move court and the consumers’ forum. We are seeking advice from experts on our future course of action," Yashesh Yadav, member of #UnDilutedRERA, said.
