Gurugram Development Authority draft to be out today for public feedback

The draft legislation for establishing Gurugram Development Authority (GDA) will be placed in the public domain on November 1.

The draft legislation for establishing Gurugram Development Authority (GDA) will be placed in the public domain on November 1. It will be uploaded on the websites of the Haryana government and the Gurgaon district administration, a spokesperson said on Monday.

The government will invite comments from the public online on the proposed draft.

The Gurugram Development Authority Bill, prepared on conclusion of the public consultation, will be submitted for consideration of the state government by December 10, the spokesperson said.

V Umashankar, a 1993 batch IAS officer resumed charge as officer on special duty of the authority on Monday. He said work on preparing the draft legislation has been going on for the last three days and the documents will be in the public domain for comments and suggestions.

The officer is required to initiate a public consultation with citizens and citizen representative organisations of Gurgaon for establishment of the authority. A schedule of engagement with citizen representative organisations will be prepared by November 10.

For establishment of the authority, Umashankar will draft, after public consultations, the GDA Bill and prepare a draft rules for consideration of the government. Umashankar will be stationed in Gurgaon and has been allotted an office in Civil Lines.

Chief minister Manohar Lal Khattar had on September 5 announced the formation of an integrated authority for Gurgaon in view of the speedy economic development of the city.

He had announced that the process of formation of the authority will start on November 1, the day Haryana celebrates 50 years of its formation.

Besides preparing draft regulations, Umashankar, a joint secretary level officer, is tasked with establishing office and administrative structure of the authority, and make recommendations to the government for making the authority functional in all aspects.

The additional commissioner Municipal Corporation of Gurgaon (MCG), joint commissioner (MCG), and administrator of Haryana Urban Development Authority (Huda) will assist Umashankar. Administrative and financial support for public consultations will be provided by the office of the Huda administrator.
