The Haryana Urban Development Authority (Huda) said it will transfer funds to the Municipal Corporation of Gurugram (MCG) shortly as per terms and conditions of sector transfer along with services executed about two years ago.

The officials of the MCG and Huda held a meeting a week ago to discuss the issue broadly. The funds transfer has affected road repairing and sanitation work in various sectors.

According to the sector transfer agreement, 75% revenue generated by the Huda from extension fee, plot transfer fee and other recoveries related to the plots and flats would be shared with the MCG.

On January 3, 2017, the chief controller of finance Huda, Panchkula, had ordered Huda Gurgaon office to transfer the funds to the MCG for civic maintenance as per terms and conditions of sector transfer, which came in effect on March 28, 2017.

Later, on January 30, 2017, V Umashankar, Commissioner MCG, had written to Huda in this regard.

Yashpal Yadav, administrator Huda, said, “Huda is working on it and soon it will transfer said funds to the MCG as per sector transfer conditions. The corporation has to release rent amount to Huda also. MCG office building at Sector 34 belongs to Huda and its rent is pending. Our officials are working in this regard, as there are other pending issues as well.”

The chief controller had directed Huda office to calculate month-wise amount which has to be transferred to the MCG as per terms and conditions of the sector transfer.

“MCG has not got funds from the Huda while sectors and amenities have been transferred,” said YS Gupta, additional municipal commissioner MCG.

As a first step in giving effect to the order of transfer of developed sectors, a standing mechanism for monthly reconciliation of the amount due to corporation from the Huda, needed to be constituted.

RS Rathee, councilor ward 34, said, “I raised the issue in MCG house meeting on Monday demanding explanation from the corporation why not it pressurise Huda to transfer funds that will help improving services in all 37 Huda sectors. In absence of funds roads are in bad state as well as sanitation work.”

Huda transferred 37 sectors to MCG, besides water and sewer services as well as roads and sanitation.

Yogender Bhati of Sector 27 said, “We have noticed that MCG sanitation men do not collect waste from our houses regularly. On contrary, vacant lands in our sector are turning into dump yard as there is no accountability of officials.”
