Gurgaon: Junior power utility engineers protest ‘unjustified’ transfer of colleagues

Gurgaon: Junior engineers (JEs) working in the Gurgaon circle of the power discom Haryana Vidyut Prasaran Nigam Ltd (HVPNL) have demanded immediate action against officials responsible for “wrong transfer done with malafide intention” of four JEs of the circle and revocation of the transfer order.
The power discom’s JEs are responsible for maintenance of 20 power houses in the Gurgaon circle.
The HSEB (Haryana State Electricity Board) Diploma Engineers’ Association, which held a protest in Gurgaon and other parts of the state on Tuesday, has threatened to hold a massive protest after May 15 if HVPNL does not consider their demand.
The association claimed that according to policy, JEs can only be transferred after completion of seven years in the same station, division or sub division. Even after seven years, they can only be transferred within the same circle.
Association members alleged that one of the JEs, Anil Yadav, has been transferred to the Faridabad circle.
“In the policy, there is a term called ‘stay position’, which is seven years for a transfer. Yadav has served six years and three months in a sub division He has not completed seven years and cannot be transferred. There are two violations of the transfer policy — one, he has been transferred to another circle and second, violation of the stay position,” said Amit Kumar, president of the association’s Gurgaon unit.
Yadav said, “I have been transferred with malafide intention and against the policy. This should be rectified.”
Besides him, JEs Dinesh Kumar, Shakuntala and Karamveer Indora have also been transferred against the policy, the association claimed, alleging malafide intention on part of the management.
“As per policy, HVPNL had to transfer four JEs who had completed stay positions and were not members of our association. But while making a report of the stay position, the management created false stay position records of four JEs who are members of this association, and sent the list to the headquarters. We came to know about it on May 5 when we received the transfer notice. The transfer policy is an open document and we want the management to probe the stay position of the four transferred JEs,” said Kapoor Singh, a member of the association.
The association also met HVPNL superintending engineer (SE) Anil Yadav on Tuesday to convey their demands to senior officials and get the order revoked.
“I will convey their (employees’) message to the management, but I cannot comment on the issue since it is a policy matter,” the SE said.
