The Haryana Urban Development Authority (Huda) will start rehabilitating people, who gave their land for the construction of the Northern Peripheral Road (NPR), in Sector 110 A by the end of the week. The authority has started demarcation of plots.
The rehabilitation is expected to make way for the completion of the NPR project, which has missed several deadlines over the last seven years for various reasons.
Huda administrator Yashpal Yadav said, “We have started the process of demarcation of plots in Sector 110 A and within a week, we will be able to rehabilitate outsees of the NPR.”
The NPR, also known as the Dwarka Expressway, was planned in 2006-07. However, a land acquisition notice by the town and country planning department led to massive protests by residents whose plots fell on a 2.5-km stretch of the proposed expressway in New Palam Vihar.
Residents have been staging protests in the city from time to time, delaying the project, Huda officials said. As many as 350 plot owners have been affected by construction work on the expressway as their houses fall on the 18-km-long link road.
Of the 18 km, construction is pending on a 6-km stretch because of various land disputes. As many as 464 houses in New Palam Vihar, Tekchand Nagar, Kherki Daula and Mohamadpur are in the way of the completion of the project. As per a high court order, 380 petitioners of New Palam Vihar were to be given plots in Sector 110 A.
Ashok Soni, an oustee, said, “We were to get alternative plots in Sector 110 A by August 2015. Now, even after 19 months, we are still waiting for Huda to provide us a plot.”
In order to settle the matter, the Huda administration had written to the additional chief secretary in April 2016 stating that the land issue of Sector 110 A should be resolved as land owners were not prepared to withdraw from the agreement.
The authority has already started giving possession of alternative plots in Sector 37C to oustees from Kherki Daula.
