Gurgaon: Over 200 responses to RERA draft received, buyers plan protest

The Haryana town and country planning (TCP) department has received nearly 200 suggestions and objections with regards to the draft rules under the Real Estate Regulatory Authority (RERA) Act, a senior official in Chandigarh said. He said the majority of the feedback has been received from Gurgaon.

The residents have been asked to post their suggestions or objections to the RERA draft rules till May 15.

The government will consider these suggestions or objections and incorporate them in the final RERA draft before notifying it.

In Gurgaon, the homebuyers have been consulting experts to make sure their demands on amending the draft rules are accepted and incorporated into the Act.

“We are thinking of sending our objections individually and on behalf of our Dwarka Expressway Welfare Association soon. We are trying to explore more points that could be incorporated into the RERA draft to give it more teeth,” said Gaurav Prakash, founder member of the association.

Joint Action Federation of Residents’ Association (Jafra) and Gurgaon Citizens’ Council (GCC), along with many other individuals, have sent their objections to the TCP. The Federation of Apartment Owners Association (FAOA) will send its objections on Wednesday.

Shephalika Sharma, vice president of FAOA, said, “We are almost ready with our version of the draft and will send it (to the TCP) by Wednesday.”

The residents are also planning to hold a massive protest before May 15.

GCC president RS Rathee said, “We have sent our objections, but we are still working on it to add a few more points. We want the Haryana government to implement the RERA as drafted by the Centre. We do not need any dilution as it gives an escape route to builders (of incomplete or unfinished projects).”

The idea behind RERA is to fix the real estate sector, as, in the past decade, there has been a flood of complaints over unfinished projects on delay in possession.

The Centre brought RERA into force from May 1. However, as per RERA draft of the Centre, builders who have obtained completion or occupation certificates before this date will be exempted from it. However, in the Haryana draft, the exemption was extended till July 31 allowing builders to obtain CC or OC for their projects that caused huge resentment among homebuyers.
