HSVP to physically measure Sec 57 land to calculate enhancement charge

The Haryana Shahari Vikas Pradhikaran (HSVP) has agreed to Sector 57 plot owners’ demand for physical measurement of total plotted land in the sector, officials said. The decision was taken after a meeting between HSVP plot owners and officials to recalculate enhancement charges Friday failed to arrive at a conclusion.

A week ago, chief minister Manohar Lal Khattar had set up a committee under HSVP chief administrator D Suresh to recalculate enhancement amount after his brief meeting with the representative groups of the HSVP plot owners of the state in Chandigarh.

HSVP Gurugram administrator Chander Shekhar Khare, who held one of the two meetings with plot owners in the past week, agreed for physical measurements of the sector land, appointing senior town planner (STP) Sudhir Chauhan nodal authority for the same.

“We are looking for a private agency for physical measurement of sector’s total plotted land. We will put advertisement in newspapers inviting applications from agencies to begin the process soon. We will satisfy the plot owners who have to pay enhancement charges to the HSVP as per court order,” said Chauhan.

Earlier, Sector 57 plot owners asked for physical measurement of the sector land. “As per the notice we received in April/May last year, plotted area was coming out close to 200 acre. In the meeting held on Friday with local HSVP officials (and officials of land acquisition and town planning), they gave us two different plotted land measurements — 154 acre and 170 acre — as per the records. We have rejected the variable measurements of total plotted land, and demanded physical measurements by independent agency,” said Tejender Sehrawat, a plot owner.

“Officials are giving conflicting statements as they have not done the groundwork like actual measurement of the plotted area,” he said, adding that there were many missing points in HSVP record of land.

Khattar selected five sectors in Rohtak, Hisar, Faridabad, Gurugram and Panchkula for recalculation of enhancement amount, a long standing grievance of HSVP plot owners in the state.

Enhancement is the increase in compensation amount that is awarded to farmers/land owners by the court if they deem that the rate fixed for acquisition was not adequate and below a fair price.

HSVP acquired land from farmers and developed sectors in 2002-03. A year later, farmers moved courts claiming HSVP acquired their land at price lower than prevailing market rate and demanding more compensation. After 15 years, the court directed HSVP to compensate farmers. In 2018, HSVP sent enhancement notices to plot holders.
