Huda directed to submit before HC list of alternative plots issued in past two years

The Punjab and Haryana high court has asked the Haryana urban development authority (Huda) to submit a detailed list of all alternative plots that have been allotted to people, in lieu of the disputed plots, between January 1, 2016, and January 31, 2018.
The case pertains to the allotment of plots by the Huda over a period of 25 years. Six to seven allottees have claimed that they have still not been given possession of plots, even after a wait of 25 years in some cases, while some “influential people” managed to get plots re-allotted to them between 2016 and 2018.
The court took a strong note of the petition and mentioned that the Haryana government (through Huda officials) has arbitrarily allotted alternative plots to “influential people” while it has denied them to the common people.
“The petitioners have submitted that the Huda is arbitrarily giving alternative plots to influential people while denying them to the common people. This court orders that the Huda submit a detailed list of alternative plots allotted to all oustees in lieu of the earlier disputed plots in next hearing on March 1, 2018,” said the bench on February 7. The order reached the petitioners this week.
The court closely observed the merits of the petitioners’ arguments.
“There are six to seven people in Gurgaon who have been denied alternative plots in lieu of earlier allotted plots over which some disputes arose. We have submitted a detailed report to the court that clearly says the Huda arbitrarily allotted alternative plots to bureaucrats and suchlike while six to seven people were made to run pillar to post. Some of these plots were allotted way back in 1986 and they are yet to get possession of the same,” Sandeep Sharma, the allottees’ lawyer, said.
Yashpal Yadav, Huda administrator,Gurgaon, said, “The Huda did not allot alternative plots to influential people arbitrarily, rather plots were allotted as per policy. The Huda will submit the list to the court before the next hearing.”
Amit Puri, one of allottees, said, “In 1986, my mother was allotted a plot at a beautiful location in Sector 21 with roads on two sides and a park on the other, but we were never given the possession. Since then, we are running from pillar to post to get the plot. On February 9, 2018, I met J Ganeshan, chief administrator, Huda, in Gurgaon and he directed the Huda Gurgaon officials to allot a plot to me at a suitable location.”
“I have fought a long battle and have been witness to several wrongdoings and there are many others like me who continue to suffer due to the arbitrary decisions of Huda officials. I cannot afford to fight a long legal battle... earlier my father used to visit the Huda office and the court and now I am doing it. I hope the court will give justice to the common man like me,” he said.
