Little impact of GST on movement of trucks at Delhi-Gurgaon border

Implementation of the goods and services tax (GST ) on Saturday had little impact on the movement of trucks at Haryana borders, particularly at the now defunct Sirhaul toll plaza from where a large number of trucks enter Delhi on their way to Punjab, Himachal and Uttar Pradesh.
Transporters said the main reason there was little change in their routines is that they are still out of the purview of GST and were still operating under the goods and transport act.
The commercial trucks can enter Gurgaon from Rajasthan and other states after 9 pm and these can enter Delhi after 11 pm. Though it was expected that there could be chaos and confusion at the borders, things moved smoothly as the MCD toll operators charged levies as per the old norms.
“The MCD and green taxes are being collected here and there has been no impact of the GST on the movement of vehicles,” said Devender, one of the toll employees. The MCD toll collectors said that since it was Saturday, commercial traffic always remained thin but the pattern could change in the coming week days.
Daman Diwan, general secretary, the Gurgaon-based Automobile Carrier Welfare Association, said that the truck industry was still operating under the reverse charge mechanism and it was still exempted from GST.
“The input cost is going to increase with the new taxation system when this industry is brought under the new tax system,” said Diwan but maintained that the movement of trucks was not affected till now.
Harmeet Singh, a trucker, who was waiting at the Sirhaul toll plaza waiting for the entry to Delhi to open, said there was no trouble as documents to be shown and levy to be paid was same.
“There has not been much of a problem,” said Singh. Likewise, a large number of truckers who wait at this plaza said that there had been no problem in crossing the border.
Officials at the Delhi Gurgaon expressway control room said that there was no change in pattern and movement of trucks on Saturday.
