After directions from the Prime Minister’s Office (PMO), the additional deputy commissioner of Gurgaon has sought an explanation from the city’s municipal corporation over an alleged R34-lakh scam in the survey conducted to ascertain the number of street hawkers here.
As revealed through an RTI query filed by an NGO, the Municipal Corporation of Gurgaon (MCG) in 2011 spent a whopping R34 lakh for the survey. However, the survey data does not include the contact number of the hawker, the street or market location where he puts up his vend or the permanent address.
The additional deputy commissioner has called the MCG town planner and the RTI applicant to hear their versions on Tuesday. The PMO issued directions in this regard in January through a letter to the Haryana government after a Gurgaon-based NGO, People’s Voice, filed a complaint to it on November 5 last year.
Abhay Jain, general secretary of the NGO, has alleged in his complaint that the survey was a “farce” done by surveyors sitting at home.
The MCG, in its RTI reply in August 2012, had said that the survey was done in compliance with the National Policy on Urban Street Vendors. Work of the 3D photographic survey and preparation of a detailed project report on hawkers in MCG’s limits was allotted to Delhi-based School of Planning and Architecture.
Post the survey, the NGO has complained, no work has been carried out by the MCG for the betterment of hawkers.
According to the RTI reply filed by the MCG, there are 2,714 hawkers in areas under its jurisdiction. The NGO, in its complaint to the PMO, has demanded favorable measures to promote weekly markets in MCG areas and the Huda sectors, apart from legal rights for hawkers.
