Will act on buyers’ complaints in 60 days:State RERA chief

Three-member RERA panel says will accept complaints filed manually till the online system is up

In what is likely to bring some relief to distressed city homebuyers who have been up in arms over the delay in delivery of flats, KK Khandelwal, the newly appointed chairperson of the state’s Real Estate Regulatory Authority (RERA) on Tuesday said that the panel on his watch would strive to dispose of complaints within the stipulated period of 60 days.

The RERA chairperson talked up hope for the affected homebuyers after assuming charge on Tuesday. The three-member RERA panel, which is currently operating out of the PWD rest house, also features SC Kush and Samir Kumar.

Residents, who have often rued the lack of information on projects registered with the RERA, said that they are hopeful that the new panel will do them justice and bring the details in the public domain.

“We are duty-bound to deliver justice to affected parties (homebuyers) within the stipulated time of 60 days. Once we receive complaints, our office will send notices to respondents and fix dates for hearing,” Khandelwal said, adding that he has a team of experts to help complainants file complaints in the right format.

“Our job is to have a balanced approach towards real estate and develop a healthy atmosphere by disposing of complaints,” said Khandelwal, who retired as the state’s additional chief secretary, early this month.

The RERA panel is conducting its business on the ground floor of the PWD rest house and complainants are free to approach the authority to submit complaints. The authority has set up a help desk to enable residents to file complaints.

Kush said, one of the members on the RERA panel, said, “Our staff is there to help residents to file complaints in the right format. We will launch an online system of filing complaints in the next couple of weeks. However, till then, we will only accept complaints that are filed physically.”

However, in the absence of an online system of filing and disposal of complaints currently, the residents said they don’t have much hope for respite.

Gurgaon Citizens’ Council (GCC), a city-based public representative body of licenced colonies, has already moved Punjab and Haryana high court seeking implementation of RERA rules laid down by the Centre.

“The hearing in our case is on February 20 and we hope the Haryana government will include 800 projects that are not registered with the RERA, as the builders have obtained part completion certificates. The Bombay high court has already ruled out part completion as the basis for exemption from RERA registration. At present, only 254 projects from Haryana are registered with RERA,” RS Rathee, president, GCCm, said.

Gaurav Prakash, founder member of Dxp (Dwarka Expressway) Welfare Association, a body of homebuyers who have invested in 50 new housing projects, said, “Unless the Haryana government puts the details of projects registered with RERA in the public domain through the online system, we don’t have much hope of a respite. We hope the government will make that happen.”
