Benami land deals: SIT arrests two of Punjab

Going tough against the land mafia, executing the land sale deeds on the basis of fake agriculturist certificate, the special investigation team (SIT) on Friday arrested two persons, including a property dealer of SAS Nagar, on the charges of preparing a fake certificate in connivance with revenue officials and executing land deals on the basis of general power of attorney in Kasauli and Sangrah area of Sirmaur district.
Both the accused, namely Harminder Singh of Kharar and Kanwaljit Singh of SAS Nagar in Punjab, had allegedly first prepared a fake agriculturist certificate in the name of one Sudhir Marwah, a resident of Delhi from Narag Patwar circle of Sirmaur district, and later produced a similar certificate before the Kasauli tehsildar prepared on the basis of agriculture land in Sangrah area of Sirmaur district to purchase 35 bighas of agricultural land in Chapla and Kothi Chapla villages of Kasauli tehsil.
Talking to mediapersons, superintendent of police Ramesh Chhajta along with additional SP Padam Chand and SIT deputy SP Shweta Thakur said the SIT after receiving the complaint had registered a case against the accused in June.
During investigations, it was established that the deals were executed by two persons, including a resident of Delhi, by preparing fake certificates of agriculturists, issued on behalf of tehsildars of Pachhhad, Renuka and Kasauli between 2011 and 2012.
He said the SIT on the complaint of four persons, including Congress leader Ramesh Chauhan, had started the investigations and during the process found that Marwah had purchased five bighas of agricultural land in Kadiayana village of Renuka constituency in Sirmaur district and 35 bigahs at Chappla, Kothi Chapla and in Kasauli area by executing four land sale deeds on the basis of fake Himachali agriculturist certificates during 2011 and 2012 in violation of law.
The investigation further revealed that all the land sale deeds were executed through the general power of attorney (GPA), executed in the name of Harminder Singh by Marwah.
The GPA in question was executed after preparing a fake agriculturist certificate by Marwah, shown as issued by the Pachhad tehsildar and Marwah was marked as resident and agriculturist of Naarag village in Sirmaur district.
However, the tehsildar concerned in his report stated that no such certificate had ever been issued to Marwah and neither is he an agriculturist nor a resident of the village in question.
Chhajta said this led to further suspicion and during the investigations, the SIT found that both the accused had obtained similar agriculturist certificate from the tehsildars of Kasauli and Renuka to execute three land sale deeds in Chappla village of Kasauli tehsil between November 2011 and August 2012, measuring several bighas.
Earlier, the accused had executed first 'benami' land sale deeds of five bighas in Kadiyana village of Renuka area on the basis of fake certificate on March 8, 2011. He said since preliminary investigations had established active involvement, the accused were arrested on Friday. He said possibility of involvement of revenue officials of Kasauli and property dealers of Nahan could not be ruled out.
