The state government appears to be in a mood for fast inquiry for the quick disposal of sub divisional magistrate (SDM) Durga Shakti Nagpal’s suspension, notwithstanding its decision to appoint an inquiry officer to probe the charges made out against her in the chargesheet.
Principal secretary Home and inquiry officer RM Srivastava though has been given 15-day time for the inquiry, he is likely to conduct the inquiry expeditiously and submit his report soon.
“I will visit Gautam Buddha Nagar for inspection of the spot on Friday or Saturday and complete the inquiry soon,” said Srivastava.
“Nagpal will be given ample opportunity to put up her case,” said Srivastava. Besides appointing an inquiry officer, the state government has also appointed special secretary Home Rakesh Chandra as the presenting officer to facilitate an expeditious inquiry.
“A presenting officer has been appointed as per the provisions of the All India Service Rules,” said a senior officer adding, “An inquiry has been necessitated in view of the discrepancies in the reply that Nagpal gave to the charge sheet served on her for demolition of wall of a place of worship in Kadalpur village of Gautam Buddha Nagar on July 27, 2013. The state government is not satisfied with Nagpal’s reply to the chargesheet. So, the inquiry officer will visit the spot to understand her point vis-à-vis the charges against her,” he said.
In its chargesheet, the state government had pointed out that “there was no report of any tension in Kadalpur village with regard to the construction of wall of a place of worship there. There was no complaint about the construction being done on the ‘gram sabha’ land.Yet she went to the village and got the under construction wall demolished. There is a set procedure to remove the illegal possession/ construction. She, however, got the wall demolished without following the due procedure. This act of her in the month of ramzan vitiated the communal harmony. This untimely administrative action reflected on her administrative acumen.”
“As Nagpal in her reply is learnt to have countered the charges and maintained that the villagers got the wall of the religious place demolished on their own, the inquiry officer will visit the spot to ascertain the facts,” said the officer.
