Theirs is a complaint backed by extensive research: The Juhu Citizens Welfare Group has identified seven points as the source of trash landing on the beach, and said this shows a superficial clean-up of the beach won’t solve the problem. Untreated domestic and industrial waste is discharged into the sea near the beach, raising pollution levels in the water to much above the safe limit.

“This means, any clean up should be at the source, not the meagre cosmetic cleaning at the beach that is just a photo opportunity,” said Hansel D’Souza, activist and president, Juhu Citizens Welfare Group. “We want action on the ground. That is the real task of the Brihanmumbai Municipal Corporation (BMC). The issue has been ignored time and again, we have no option but to approach the court.”
