DEO directed to submit report on 2008 ETT recruitment

Mansa director Public Relations has asked the DEO (elementary) to submit a report on the alleged ETT (Elementary Teachers Training) recruitment scam.

In July this year, Mansa-based RTI activist Rajinder Singh Jawaharke had filed a complaint with Punjab chief minister's office alleging that ETT teachers had allegedly submitted bogus experience certificates to get recruited in 2008, while some others had got illegal transfers.

He had also sought details on the experience certificates of selected teachers. He had also demanded a copy of advertisement, details of the applicant with their names, fathers' name, category and permanent address and whether and who had who had applied for the post in more than one district violating the instructions given in the advertisement (published on September 5, 2007).

The number of applicants had applied for the same post and number of teaching-fellows-cum ETT teachers transferred from one district to another was also sought under the application.

In October 2008, the Punjab education department recruited 9,998 teaching-fellows also known as ETT teachers at the district level with district education officers as its chairman. One hundred and thirty teachers were recruited in Mansa.

ETT teachers were required to submit the proofs related to their experience certificates including Copy of Resolution framed by School management/PTA for appointment of respective teacher , selection letter, appointment letter, joining report, bank account number and address of the bank through which the salary of the teacher was drawn, complete salary statement, CPF/EPF No., and copy of attendance register. The criteria for recruitment included 7% marks for Experience certificates with one mark each for one-year experience.

Mansa DEO (E) could not be contacted despite repeated attempts.

"The same information has been demanded by another applicant Pushpinder Kaur, who was denied the information. The case is sub-judice in the high court. The district consumer court had fined Mansa DEO for not submitting the information to Pushpinder Kaur. Some of the information under her RTI had brought out the 2008 ETT recruitment scam," Rajinder alleged.
