The final wages rule would have forced US companies seeking H-1B, H-1B1 or E-3 visas for foreign workers to offer the same, or higher, wages as their local counterparts.

Joe Biden said that he will “make it easier for qualified Green Card holders to move through this backlog.” Trump, in April, gave an executive order to suspend green cards for 90 days. In June, he issued a proclamation which extended the suspension till December 31, 2020.

Under the proposed amendments, USCIS would first select the 65,000 visas from the cumulative pool of regular as well as advance degree holder applicants and 20,000 highly skilled H1-B visas would then be allotted among the remaining pool of unselected advance degree holder applicants.
