General Paul Nakasone, the head of the National Security Agency and US Cyber Command, testified at a Senate hearing on Thursday that Cyber Command conducted the operations “to get ahead of foreign threats before they interfered or influenced our elections.”

American intelligence agencies had in 2016 issued a joint assessment, which was updated in 2017, that Russia had interfered in the 2016 elections to damage Democratic candidate Hillary Clinton and help Trump win the presidency.
