The Punjab and Haryana High Court has asked the Central Bureau of Investigation (CBI) to furnish the notings on the service file related to the promotion of SPS Rathore as Haryana’s director general of police (in 1998).
Before passing the order, the court asked the Haryana government counsel how the state government had promoted a person against whom a young girl (Ruchika Girhotra) had levelled allegations of molestation (in August 1990).
Ruchika committed suicide in December 1993.
The division bench comprising chief justice Mukul Mudgal and justice Ranjan Gogoi made this observation while hearing on a public interest litigation filed by an NGO, World Human Rights Protection Council.
The Haryana government counsel informed the court that Rathore’s service record was currently with the CBI.
The court also directed Sacred Heart School, Sector 26, Chandigarh, to place on record the inquiry report regarding the expulsion of Ruchika Girhotra from the school (in September 1990).
Lauding the court’s instructions, Ruchika’s father SC Girhotra told HT in Panchkula that only he knew how he and his friend Anand Prakash and his family fought for nine years to get the FIR registered against Rathore.
He said that while the police noted his complaint about Ruchika’s molestation in August 1990, the FIR was registered in December 1999. “There was a powerful nexus of bureaucrats and police officers throughout those years. Now they will have to explain everything before the court,’’ he said.
