The Haryana government on Monday ordered that differently-abled persons, with benchmark disabilities, in the state will get benefit of 4% horizontal reservation in promotions in government jobs. Earlier, the benefit of horizontal reservation for the differently-abled, with benchmark disabilities, was 3%.

As per an order issued by Haryana chief secretary Sanjeev Kaushal, 4% of the total number of vacancies in the cadre strength of group A, B, C and D will be reserved for persons with benchmark disabilities in case of promotion.

There will be no reservation in a single cadre post and application of roster for the purpose of reservation in promotion/recruitment is not permissible.

On the other hand, the roster in reservation can operate if there is plurality of the posts in the cadre.

“Against the post identified for each disability, 1% each will be reserved for persons with benchmark disabilities of blindness and low vision, deaf and hard of hearing and locomotor disability, including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy and 1% combined for persons with benchmark disabilities having autism, intellectual disability, specific learning disability, mental illness and multiple disabilities,” the order said.
