Haryana finalises ANPR tender for 2,478 petrol pumps across NCR districts

Fuel will be denied from October 1 to vehicles without valid PUCC, expired or missing registration, and BS-IV or older diesel vehicles.

The Haryana transport department is finalising a tender to select an agency for installing automatic number plate recognition (ANPR) camerasat 2,478petrol pumps across 14 NCR districts in the state, with the process expected to be completed by next week, officials said on Wednesday.

The move follows directions issued by the Commission for Air Quality Management (CAQM) in May to restrict fuel use for vehicles that fail to comply with pollution control norms, officials added.

Under the directions, the ANPR system must integrate with VAHAN and pollution under control certificate (PUCC) databases by end of September. From October 1, no fuel will be dispensed at NCR fuel stations to vehicles without a valid PUCC.

“The budgetary allocation has been made. Once the tender is approved, the installation of cameras at fuel pumps will be rolled out by August end,” a senior official at the regional transport office (RTA) said.

Officials said vehicles without a registration number, those with expired registration and diesel vehicles with Bharat Stage-IV or below emission standards will also be denied fuel. “First phase will cover 775 pumps in Gurugram, Faridabad, Jhajjar and Sonepat,” the official said.

“Fuel station operators will instantly receive vehicles’ registration details, including PUCC validity. The Food and Supplies department will ensure CAQM’s directions are followed at every station,” a senior official said.

Officials at the Department of Food and Supplies in Gurugram said they are awaiting directions from the state government to implement the guidelines.

In its May 15 order, the CAQM said that vehicular emissions in the NCR accounted for around 23%of PM2.5 during winters and 18% during summers. A compliance report on ANPR installations at fuel stations in Gurugram will also be presented before the district’s road safety committee meeting in August.
