Additional municipal commissioner Prajit Nair issued the suspension order on June 2.

According to the order, several key tasks, including updating data on the Census Management and Monitoring System (CMMS) portal, training enumerators and supervisors, allocation of groups and verification of reports, remained incomplete despite repeated instructions from the administration.

The order stated that census work had failed to progress within the stipulated timeframe. Of the 1,021 enumerator groups formed across Pune city, work has reportedly commenced in only around 540 groups.

The civic body said repeated directions issued to Guram failed to improve the functioning of the department, prompting disciplinary action under provisions of the Maharashtra Municipal Corporation Act.

The order stated that during the suspension period, Guram must adhere to service rules and cannot leave headquarters without prior permission. He will be entitled to a subsistence allowance as per government norms.
