The victim, Meenu, 28, wife of labourer Balwan Kumar from the Main Gate locality near Jindal Nursing Home of Hisar district, had been referred to the PGI from the Hisar Civil Hospital because her condition was critical.

She reached here around 8am on Saturday. "The security outside the emergency gate didn't let us in until 2pm," said Ravinder Kumar, cousin of the victim. "We pleaded with doctors and the guards but they paid no heed. Unable to hold, she delivered in the bushes by the emergency gate, which killed the baby."

Later, when the family created a ruckus outside the hospital, the authorities called it inside and told it to purchase medicine worth thousands of rupees to now save the mother. The doctors in the emergency room spoke harshly with the visitors in duress.

The state government has kept Rs 300 crore for free-of-cost medicine and treatment of people, yet patients are told to buy medicines from expensive stores.
