"People who commit these crimes are part of the society and people should beat them up and hand them over to the police," the chief minister told residents of 33 slum clusters here.

Dikshit also said that since the police could not be present everywhere, it was the duty of the people to help solve the crimes.

"It is more of a sociological problem and can be solved only with the participation of the people," she added.

Dikshit said her government was not in a position to take much action to end crimes against women because the Delhi Police was under central government jurisdiction.

"Delhi Police is not under our jurisdiction. (But) we have asked them to take action against people involved in crime against women," she said.

During the interactive session with the public, organised by a television channel, issues of basic amenities like education, medicines, water and electricity were raised.

Over 500 people attended the session and raised their problems to Dikshit. Admitting the gravity of the problems, she said efforts made jointly by people and the government could solve them.

She also asked citizens to report theft of electricity.

"We know that some government employees are allowing electricity theft and people should complain against them so that we can take action."
