Displaced Kashmir Hindu leader and chairman of a faction of Panun Kashmir, Ajay Chrungoo has expressed reservations over the self-rule proposal of Pakistan President Parvez Musharraf at a seminar on 'Strengthening Centre-State relations' in Jammu.
Speaking at the state Working Group meeting, which is headed by retired justice Sageer Ahmad, Chrungoo said self-rule concept is an ingenious trap to ensnare India into an agreement, which allows Pakistan to grab Jammu and Kashmir by stratagem and force.
Chrungoo's Panun Kashmir demands a separate homeland in the state situated to the east and north of the river Jehlum as a centrally administrated union territory of India.
He demanded abrogation of Article 370, which accords special status to Jammu and Kashmir. The Panun Kashmir leader said Article 370 is virtually a mechanism, which provides for a separate Jammu and Kashmir state on the territories of India based on the Muslim majority population of the state and its claim to the precedence of Muslims in its society and government of the state.
"Article 370 creates two separate states on the territories of India, the Indian Union and the Muslim state of Jammu and Kashmir, the state being independent of India except for its defence, foreign affairs and communications, apply to Jammu and Kashmir," Chrungoo said.

{{/usCountry}}He also demanded the creation of a tribunal, which will speedily dispose of cases related to occupation of Hindu property and which will also examine and provide immediate relief where the community is victim of "arbitrary and sectarian governance".
