The court of additional district and sessions judge Avtar Singh has framed charges against three people, including a retired IAS officer, for allegedly emebezzling money meant to be spent on a function to mark the birth centenary of Shaheed Bhagat Singh in 2008.
Former IAS officer and the then principal secretary (cultural affairs) Swaran Singh, proprietor of GM Entertainment Vikas Mehra are out on bail, while Sanjay Gera, the second proprietor of GM Entertainment, Faridabad, were present in the court on Thursday when charges under various Sections of the IPC were framed against them. A fourth accused, Satbir Singh Bajwa, has been declared proclaimed offender.
A case was registered at the vigilance police station, Jalandhar, under Sections 420 (cheating and dishonestly inducing delivery of property), 467 (forgery of valuable security), 468 (forgery for purpose of cheating) 471 (Using as genuine a forged document) and 120 B (criminal conspiracy) of IPC and sections 13 (1) d 13 (2) of Prevention of Corruption Act against Swaran Singh, Vikas Mehra, Sanjay Gera and Satbir Singh on March 26, 2010.
The matter of embezzlement of funds had come to light after a local NGO, HELP, had procured information related to expenditure incurred on the celebrations through the RTI Act. HELP had approached the vigilance bureau with a complaint for an inquiry into the matter. The vigilance inquiry, reportedly took 14 months.
