According to Axios, Cuba’s dictatorship remains the single biggest obstacle to Maduro’s exit, wielding enormous leverage over the Venezuelan leader it helped place in power in 2013. The island continues to send vital doctors and military advisers into Venezuela, giving Havana deep influence inside the collapsing nation.
