India has been accused of planning to carry out targeted assassinations on foreign soil. The allegation was made by the Intercept citing a secret Pak intelligence assessment. The report citing Pakistan intel claimed Sikh and Kashmiri 'activists' are on India's radar. The report said a series of documents identify threats from R&AW to the separatists in Pakistan.
