NATO plans 'preemptive strikes' to deter 'aggressive' Putin; Trump's own allies ruin his peace push?

NATO is openly debating whether to move from a purely reactive posture to considering limited preemptive strikes against Russia in response to mounting hybrid attacks such as cyber operations, undersea cable sabotage, and airspace violations. Admiral Giuseppe Cavo Dragone, the alliance’s top military officer, says planners are studying whether certain preemptive cyber or kinetic actions could be framed as “defensive measures,” but stresses that serious legal, ethical, and political constraints still stand in the way and that this thinking lies far outside NATO’s traditional doctrine. The discussion comes as Russia denounces the idea as “extremely irresponsible” escalation.
