Russia, Ukraine a fierce faceoff over a Dnipro missile blast reaches the United Nations. Moscow accused Kyiv of violating international humanitarian law after at least 45 Ukrainian civilians died in the Dnipro missile explosion. The Russian Representative to the UN, Vasily Nebenzya, said that a Russian missile that targeted an energy facility was downed by Ukrainian air defences. He added that since this air defence system was positioned in a residential quarter, contrary to humanitarian law, the missile fell onto a residential building. He also said that "had the Ukrainian authorities complied with international law, this tragedy would have never happened."
