Can China’s infrastructure withstand the climate extremes? On June 28, the city of Rongjiang in Guizhou province was submerged for the second time this week. Still recovering from earlier flooding, over 40,000 residents fled to higher ground as river levels hit heights not seen since 1954. Authorities raised alerts to their highest level, warning of dam failures as water breached safety limits by over two metres.
