Xi’s ‘civil-military’ fusion strategy to enhance Navy’s reach in South China Sea

China is stationing its civilian ships & fishing vessels near disputed islands for months on end to exert control over the region. In addition to expanding military activities around Taiwan, Beijing is seeking new security agreements with Pacific islands as well as building artificial islands in disputed waters to fortify its territorial claims in the South China Sea - which the U.S. and its allies have challenged.
