MP high court on Tuesday directed a petitioner to furnish within four weeks the rules or regulations over conduct of a person in the public domain, who is recipient of the country's highest civilian honour Bharat Ratna.
The court was hearing a PIL filed by the petitioner VK Naswa against cricketer Sachin Tendulkar alleging that the latter is involved in using the honour in earning money by doing commercial advertisements.
The petitioner referred to the annexure of his petition that is a copy downloaded from a website in which there is a reference of the Article 18(1) of the Constitution of India whereby the award cannot be used as a prefix or suffix to the recipient’s name.
However should an award winner consider it necessary he / she may use the following expression in his bio-data/letterhead/visting card, etc. to indicate that he / she is a recipient of the award, the petitioner read out the annexure.
A division bench comprising Justice Rajendra Menon and Justice Vandana Kasrekar heard the petitioner and directed him to furnish the proper legal copy of the annexure instead of the one downloaded from the website.
The union government's counsel made certain submissions with regard to the directions given by the court during the previous hearing. The union government counsel however declined to furnish the details to media persons.
