The investigating agency on Friday clarified that it had applied for a lookout circular on October 12, 2015, seeking foreign travel information about the beleaguered businessman. But on realising its mistake, on November 23, CBI applied for changing the lookout circular to involve only information without any detention.

The investigating agency has justified its action by saying that they only needed to question Mallya, and so at that time, a detention was not necessary. CBI has pointed out that they have questioned Mallya thrice between November and now.

Meanwhile, the Enforcement Directorate (ED) on Friday issued summons for appearance to Mallya, besides questioning a senior executive of Kingfisher Airlines (KFA), as part of its money laundering probe in the alleged default in payment of `900-crore dues to IDBI Bank.

Mallya has also been asked to furnish documents related to his personal finances, sources added.

The summons were issued on a day when A Raghunathan, former chief financial officer of the grounded KFA, appeared before ED investigators at its office in the Ballard Pier area in Mumbai.
